Playing raises mood. Playing with a toy raises it considerably more.

Toys unlock by life stage and can't be bought early. The toy box is on the phone and shows the ones still locked.
Toys aren't used up. Once unlocked, a toy stays for that Jeli's life.
A better toy is always worth using. There is no reason to hold one back.
